Mass Casualty Incidents Checklist: Secure the Scene: Establish a perimeter around the incident area to prevent unauthorized access and protect the safety of responders, victims, and bystanders. Ensure the area is safe for Fire and EMS (Cold or Warm Zone), or in the case of a hazardous material incident, ensure officers don’t enter the area until safe to do so. Co-locate and set up a command post with the Fire Department / EMS. Designate Radio Frequency Start incident log Identify a Casualty Collection Point Consider Mutual Aid Identify a Staging Area for responding personnel / Mutual Aid Contact the PIO and provide him/her with a press staging area location Designate a Traffic Control Officer/Sergeant: Control traffic flow to facilitate the arrival of emergency services. Designate an Intelligence Officer (info on location, suspect, vehicle(s)). Designate a person to monitor social media. Capture videos, posts and/or pictures. Consider designating a Logistics Officer for equipment and personnel. Notify Red Cross for assistance. Provide Immediate Aid: Law enforcement officers should provide immediate assistance to injured individuals. They can apply basic medical techniques such as CPR, stopping bleeding, or utilizing tourniquets until medical professionals arrive. Ensure Officer Safety: Remind officers to wear PPE. Consider Evacuations Identify an area for Victims and Witnesses to be identified and interviewed Preserve the Crime Scene / Notify detectives and forensics Assist with Triage and Transportation Designate area for evacuees (use “Evacuation” form) Provide Crowd Control (family members, media, onlookers) Broadcast Situational Updates often (suspect description, commanders intent, etc).
