Officer Involved Shooting Checklist: Ensure Safety of Officer(s), Suspect(s), or Victim(s). Do not alter the condition of the suspect's weapon (i.e. unload it, de-cock it, or move it) unless there is a clear officer safety reason for doing so. If an officer uses a patrol rifle in an OIS, do not unload the weapon. A supervisor should ensure it is placed on safe and then secure it in the trunk of a vehicle on scene. Establish Command / Command Post Secure Crime Scene. Start Crime Scene Log. Establish an inner perimeter (red tape) and outer perimeter (yellow tape) crime scene. Establish an inner and outer crime scene log and use two different officers to do this. Do not allow anyone into the inner scene until investigators arrive. The exception to this would be if you need an officer to stand by the suspect's weapon. Obtain Safety Statement from Officer(s). (See OIS Safety Form) Preserve BWC / Vehicle Camera evidence Assign a supervisor to the shooter(s), ensuring everyone is kept separate. If an active search for the suspect is taking place, consider leaving the involved and partner officers at the Command Post (with monitoring supervisor) in the event a field show-up is required. Order those involved not to discuss the shooting with each other. Have the officer involved transported to the station with a supervisor. Make all notifications, including Homicide Detectives. If suspect was unarmed, reference AB 1506 protocol. If suspect is transported to the hospital, ensure he/she is accompanied by an officer. Advising the officer not to interview the suspect, but do record any spontaneous statements made. Also ensure the clothing of the suspect is obtained and booked. Encourage officers to contact family, but ensure details are not discussed. Coordinate apprehension of outstanding suspects (delegate) Ensure officers weapon is safe and holstered Direct officers to canvas area for witnesses, victims or cameras. Document everyone contacted even if they said they didn't see anything. Arrange for witnesses to be transported to the station. Ensure evidence is maintained in its original position, if it's moved prior to detective's arrival, mark where it was. Do not replace it. If paramedics pronounce dead, obtain slip with name of person pronouncing, date and time.
